Dr.H. Bohela Lunogelo, holds a Ph.D in Agricultural Economics (Agricultural Policy) (1989), an M.Sc. in Agricultural Economics (International Trade, Business Management, Quantitative Methods) (1986), both from the University of London, United Kingdom, and a B.Sc. in Agricultural Science (Rural Economy) (First Class) from Sokoine University of Agriculture, Tanzania (1984).

His professional career in the past 20 years includes undertaking numerous consultancy assignments, most of which involved translating policy into practical application at the national and regional levels. Notable among his work include leading a regional team that formulated an institutional framework and the Protocol for Sustainable Environmental Management of Lake Victoria (2001), which culminated to the formation of Lake Victoria Basin Commission (2005). He has also undertaken a study for the EAC on joint utilization of infrastructural services at border posts for implementing a one-stop border post concept as part of regional integration and trade facilitation.

He also led a team that recommended market liberalization of the cereals sector in Kenya with safeguards for the vulnerable groups (1991-2), and managed a land management project in Uganda that piloted farmer-led and demand driven extension approaches (1999-2001). In Tanzania, besides participating in the formulation process of Agriculture Sector Development Strategy (ASDS), he has been actively involved in technical backstopping to rural financial services initiatives; smallholder irrigation development projects; capacity building of civil society institutions; and agricultural marketing systems development.

Dr Lunogelo’s engagement with international consultancy firms exposed him to working experiences in Tanzania, Kenya, Uganda, Rwanda, Ethiopia, Swaziland, UK, Thailand, PR China, United States and Tunisia. Most of the work involved interacting with development partners including IFAD, World Bank, UNDP, Sida, Danida, ILO and AfDB. During his early professional years he worked in the sisal and tea industries and with the Ministry of Agriculture (Planning Division) in Dar es salaam.
